JOINING EFFORTS TO REBUILD THE KHERSON REGION

During a regular meeting of the working group on the post-war restoration of the Kherson district of the Kherson region and the creation of industrial parks on its territory, a memorandum was signed between the Kherson District State (Military) Administration, represented by Acting Chairman Mykhailo Zhadan, the Kherson City Military Administration, represented by Head Yaroslav Shanko, the Baltic-Black Sea Economic Forum (Baltic-Black Sea-Caspian Forum), represented by Chairman of the Board Volodymyr Makukha, and GCS UA, represented by its General Director (with the right to annex other territorial communities within the Kherson district of the Kherson region).

This memorandum confirms the combined efforts of the parties to:

• Facilitate the functioning of legal entities operating in the territories of the communities of the Kherson district of the Kherson region.

• Creating the necessary conditions to facilitate the return of persons forcibly displaced from the territories of the communities of the Kherson district of the Kherson region to other regions of Ukraine and from Ukraine to the territories of the communities of the Kherson district of the Kherson region in the post-war period.

• Creating the necessary conditions to facilitate the return of legal entities relocated to other regions of Ukraine to the territories of the communities of the Kherson district in the post-war period.

• Ensuring the effective functioning of existing partnership agreements (including international ones) signed by the territorial communities of the Kherson district of the Kherson region (their representative bodies) and legal entities operating in their territory.

• Facilitating the establishment of partnerships between legal entities and territorial communities of the Kherson district of the Kherson region with relevant institutions, organizations, enterprises, and territorial communities of partner countries.

• Carrying out the necessary organizational and preparatory work to establish industrial parks in the territories of the communities of the Kherson district of the Kherson region in the post-war period as centers of innovative production that contribute to the economic growth of the region. • Providing comprehensive business support (including those engaged in production and economic cooperation with business entities located within the industrial parks) through administrative, financial, and informational mechanisms.

• Attracting Ukrainian and international investment aimed at developing infrastructure and production capacity.

• Creating a sustainable regional development ecosystem through the integration of scientific research, educational programs, and partnerships with leading industry institutions.
