TOWARDS THE RECOVERY OF UKRAINE: START OF PREPARATORY WORK ON THE CREATION OF INDUSTRIAL PARKS IN THE TERRITORY OF THE RIGHT-BANK KHERSON REGION.

On July 24, 2025, a meeting of the working group on preparation for the implementation of the concept of creating industrial parks in the communities of the Kherson district in the post-war period was held online. At the invitation of the co-chairs of the working group: the head of the Kherson district state (military) administration Mykhailo Linetskiy and the general director of LIMITED LIABILITY COMPANY GCS UA (LLC GCS UA) Viktor Popov, the chairman of the board of the Baltic-Black Sea Economic Forum Volodymyr Makukha joined the meeting.
The specified projects planned for implementation in the communities of the Kherson district in the post-war period were presented during the final part of the 7th Baltic-Black Sea Economic Forum on May 9, 2025.
The working group included representatives of the Kherson regional, district and city administrations, specialists from the relevant departments, departments and services, and heads of enterprises.
During the discussion, the members of the working group, in particular, emphasized the importance of carrying out all preparatory activities and work, in particular those related to the preparation of documents necessary for the placement of industrial parks on certain land plots, in the time available before the end of hostilities.
Separate attention was paid to the need to identify and implement the necessary effective measures aimed at preserving human capital and introducing effective incentives for the return of specialists who were forced to leave the region and Ukraine after the cessation of hostilities to the Kherson region.
In addition to existing partners and representatives of Ukrainian and foreign businesses who have already expressed their interest in participating in the implementation of the relevant planned projects, the members of the working group emphasized the importance of further intensifying the work both in order to attract new partners and to attract additional attention from representatives of Western donor structures who plan to take an active part in the restoration of Ukraine in the post-war period.
It should be noted that the work plan defined by the regulations on the working group does not provide for any budgetary expenses for the implementation of its work. The “road map” of its activities envisaged for development should ensure the implementation of all necessary measures and work to ensure the possibility of moving to the construction stages immediately after the end of hostilities and the onset of sustainable peace.
